Local COC branches closed so-called Rainbow Agreements in 119 municipalities.

These are agreements between municipalities and COC branches. They ensure municipalities actively work on safety and equal treatment for gays, lesbians, bisexual and transgender people.

These are concrete measures. For example: police training, school attention, and quick help against discrimination.

Agreements began because not all municipalities automatically tackle this issue. COC wants it taken seriously.

"We still see much discrimination," says a spokesperson. "These agreements help municipalities tackle this seriously."

Large cities already used such agreements usually. Now it expands to smaller places.

It is unclear how strictly municipalities follow these agreements. Implementation also differs per location.
